Donnie Payne was last seen collecting cans in the 3rd dumpster at Ocoee Village Apartments on 2nd street near his home off Lowery Street in Cleveland, TN. Donnie did not drive. Payne was noted for going around the area picking up cans in a wheelbarrow with his little Jack Russell terrier always in accompaniment.

His dog that went everywhere with him was found dead later in the day on nearby Highway 64, it had been struck by a car. He would have never left his dog. The wheelbarrow was also parked near a dumpster, which Payne reportedly frequented in his search for aluminum cans.
