Details of Disappearance
Mr. Welter was last seen on New Years Eve going into the year 1986. He was in a minor accident and received a DUI. He was with a woman who worked at Rooks Inn in Biloxi when arrested. The vehicle he was driving was a 1978 Ford Granada. Mr. Welter posted bond from the DUI. His court date for the charge was January 15, 1986. He never appeared. His vehicle was purchased under a Junk Bond and then sold Under a Title Bond by an another person. The vehicle is reported to have been scrapped. Mr. Welter was scheduled to return to duty at Keesler Air Force Base on January 6, 1986. The Air Force declared him AWOL on January 8, 1986. Mr. Welter was purchasing a time share with Dixie Resort Corporation, in Indian Point Resort, Gautier, MS. The Salesperson, a woman, is described as being a transient who traveled around selling resort memberships. Payments for this timeshare kept coming out of his account until purchased. Mr. Welter's family was never allowed to use the timeshare. The resort was managed by a relative of the person who ended up with Welters vehicle. Mr. Welter was at one point believed to be going by the name Billy Cox. No one ever located this person to confirm this either way, but a picture of Welter was shown around and some said that Welter was going by the name Cox and was working for a construction company running heavy machinery. He was suppose to have been enrolled in a class to learn how to work this machinery while he was living in Mississippi.
